The SPA de l’Estrie is the organization chosen by the municipality to ensure compliance with municipal regulations concerning animals, but also to be available to citizens, whether or not they are pet owners.
Here is a list of services offered to Newport residents:
- Taking in lost, stray, or abandoned dogs and cats
- Claims by owners of lost dogs and cats
- Taking in dogs and cats that residents wish to give up
- Responding to complaints from residents about nuisances (barking, dogs running loose, bites, etc.)
- Issuing of tickets for violations of municipal by-laws;
- 24/7 emergency service on call from the police department;
- Monitoring of standards imposed on owners of dogs that bite;
- Inspection of the territory and census of dogs and cats.

PROVINCIAL REGULATIONS ON DOG CONTROL

The Quebec government has introduced new regulations governing dogs and has delegated responsibility for their enforcement to cities and municipalities throughout Quebec.
The municipality of Newport delegates this responsibility, maintaining existing services such as issuing dog and cat licenses, to the Estrie Society for the Prevention of Cruelty to Animals.

Dogs running loose Article 213 - It is prohibited to allow an animal to run loose outside the boundaries of the owner's property in the owner's absence.
Dog Walker Section 215 - It is prohibited for a guardian to walk their animal outside the boundaries of their occupancy unit without keeping the animal on a leash or otherwise controlling and supervising it at all times. In a public place or public space, the guardian must keep their animal on a leash at all times. In the case of a dog, the following requirements apply: ➢ The leash must be no longer than 1.85 meters; ➢ Dogs weighing 20 kilograms or more must wear a collar or harness attached to their leash.
Noise, bites, and damage Section 234 - The following acts, circumstances, gestures, and actions constitute nuisances caused by a dog: ➢ A dog barking or howling in a manner that disturbs the peace, tranquility, and causes annoyance to one or more persons; ➢ A dog biting a person or animal; ➢ A dog attempting to bite a person or animal; ➢ It is prohibited for a guardian to allow their animal to cause damage to the property of others.
Stray or abandoned animals Article 214 - Anyone who finds a stray or abandoned animal must immediately report it or hand it over to the SPA de l’Estrie.
Excrement Section 222 - The keeper of an animal must immediately clean, by any appropriate means, any public place or private property soiled by fecal matter left by the animal and must dispose of it in a hygienic manner. To this end, the keeper must have the necessary equipment in their possession.

LICENSING AND REGISTRATION OF ANIMALS

In accordance with municipal regulations, every citizen is responsible for registering their dogs with the municipality. In addition, since March 3, 2020, the registration of all dogs in Quebec has been mandatory under the Regulation respecting the enforcement of the Act respecting the regulation of dogs.
